runner.workspace-lease-settle
Settle orphaned workspace leases for one runner group: abandon any non-terminal lease whose runner instance is terminal, or whose holder cannot be resolved while the lease's own heartbeat is stale past the group timeout. Abandonment only, idempotent, bounded per tick.
Abandon workspace leases whose holder can never finalize them.
