runner.update_task_definition ​

Update runner ECS task definition

Register a fresh task definition revision for environment updates.

Also upserts the Secrets Manager pull-secret when the runner group has a registry_account_id configured, so that refreshing an existing group retroactively enables cross-cloud image pulling without a full reprovision.
