Check for active executions before raw EC2 VM environment deletion

Guard step: refuse deletion while executions are still live.

Tearing down the launch template or instance profile under running instances would leave orphaned EC2 instances billing with no way for the platform to reap them. config.force_delete (default False) bypasses the check.
