Check for active executions before EC2 environment deletion

Guard step: fail if there are active executions for this runner group.

Active executions must be stopped before the environment can be deleted — terminating the ASG while tasks are running would leave the runner group in an inconsistent state. Callers should stop all executions first.

config.force_delete (default False): if True, skip this check and proceed.
