[DEPRECATED — superseded by runner.pool-reconcile-ec2-vm (ADR-017, P5.T3)] Legacy periodic reconciliation for warm-pool runner groups on EC2: cloud state, provisioning timeout, age cap, idle TTL, GitHub heartbeat, orphan cleanup, drained-instance termination, scale-check top-up. No longer scheduled by any cron; remains in the registry only so in-flight calls finish. New code must use runner.pool-reconcile-ec2-vm.
