Terminate a warm-pool Azure VM runner instance: best-effort GitHub deregistration, LTIP VM delete confirmed by polling describe until NOT_FOUND, per-instance NIC delete, then RunnerInstance TERMINATED. Fails without marking the row when the VM cannot be confirmed gone.
