runner.hosted-usage-reconcile
Meter Orkestia-hosted runner usage and enforce the wall clock: stop any hosted execution past the organization's max_session_duration_s, and write one BillableEvent per newly-terminal execution carrying its duration. Idempotent per tick.
Stop overrunning hosted executions and record what they consumed.
