Abort a stuck runner group creation: force-fail in-flight workflow + reset status

Recover from a stuck runner-group creation.

Force-fails the in-flight workflow (best-effort) then resets the group's cached status to ERROR. Safe to invoke at any time — both steps are idempotent and tolerate the "nothing to do" case.
