Restart a generic command execution on Cloud Run

Restart a generic (non-GitHub) Cloud Run execution.

Uses the same schemas and action logic as RunnerExecutionRestartCloudRunWorkflow but skips the getting_registration_token state — generic executions have no GitHub integration and do not need a runner registration token.

Inherits directly from _RestartCloudRunMixin + _BaseCloudRunExecutionWorkflow (NOT from RunnerExecutionRestartCloudRunWorkflow) so that the validator's state-graph reachability check does not pick up GETTING_REGISTRATION_TOKEN from the parent's class attributes.
