Repair environment drift for a runner group
Repair infrastructure drift for a runner group environment.
Takes a plan_uuid from a RunnerEnvironmentDriftPlan (produced by runner.environment-drift-detect) and applies all required repairs, then marks the plan applied/partial/failed.
