Delete EC2 Auto Scaling runner environment for a runner group.
Layers:
- load — load cached cluster/task-def/log-group ARNs
- stop_active — fail if active executions still running
- deregister_cp — disassociate Capacity Provider from cluster
- delete_cp — delete ECS Capacity Provider
- delete_asg — delete EC2 Auto Scaling Group
- delete_taskdef — deregister ECS task definition
- delete_lt — delete EC2 Launch Template
- delete_iam — delete IAM instance profile (opt-in only)
- shared — delete CloudWatch log group + ECS cluster (parallel)
- finalize — clear cached fields, set group status
