Delete a namespaced Kubernetes ResourceQuota

Deletes a ResourceQuota in the given namespace. Swallows 404 so the workflow is idempotent — callers can safely delete a quota that was already removed.

Removing a quota lifts every cap it enforced: the namespace becomes unbounded until another quota selecting it is applied. On a shared cluster that is a tenancy change, not a cleanup detail.

Inputs:

• connection_uuid: Cloud connection UUID (required)
• namespace: Target namespace (required)
• name: ResourceQuota name (required)

Outputs:

• namespace, name, existed: bool existed=False means the ResourceQuota was already absent before this call.

Plugin required: context.get_plugin("connection").kubernetes_runner_clients(connection_uuid, organization_uuid) must expose core_v1 with delete_namespaced_resource_quota.
