Re-send a pending organization invitation

Re-send a pending organization invitation by rotating its token and email.

Inputs:

• invitation_uuid: Invitation UUID (required)
• organization_uuid: Organization ID for tenant check (required)
• actor: Cognito sub or user UUID of the actor (required)
• expires_in_days: Override default 7-day expiry (optional)

Outputs (terminal state_data):

• invitation_uuid
• resent: bool
• previous_status
• expires_at
• email_dispatched: bool (best-effort)
• email_workflow_ref: child workflow id when dispatch was started
• dispatch_error: best-effort dispatch error when the child could not be started
• reason: None on success, or short-circuit reason
