List org-member end-user seats (members see their own, admins see all)

List member end-user seats in the organization's identity apps.

Caller: any human member. A plain member sees only their own seats; an ADMIN or OWNER sees every member's, optionally narrowed by member_user_uuid. Only active seats unless include_released=true.

Outputs: items (end_user_uuid, identity_app_uuid, member_user_uuid, status, status_reason, seated, group_slug, assigned_by_user_uuid, assigned_at), total.
