Seat another member of your organization in one of its identity apps (org admins).

Caller: a human ADMIN or OWNER of the organization. The target must be a live member of the same organization. Consumes one app end-user seat.

Inputs:

• organization_uuid, identity_app_uuid (required)
• member_user_uuid: the member to seat (required; not yourself, use assume)

Outputs and refusals as identity.end-user.member-seat.assume, plus MEMBER_ADMIN_REQUIRED.
