Toggle an identity app's org-owned appdata authorization flag
Toggle the org-owned appdata authorization flag for an identity app (ADR-IDENTITY-006).
Inputs:
- actor, organization_uuid (required)
- identity_app_uuid: the app to update (required)
- org_owned_enabled: desired flag value (required)
Effect: loads the caller's-org-owned IdentityApp and sets org_owned_enabled to the input value. Fails closed if the app does not belong to the caller's organization.
Outputs: updated (bool), org_owned_enabled, identity_app_uuid
