Write a single scalar AgentConfig pointer on one Identity App; two products need two Identity Apps

Point an identity app at the org-owned AgentConfig that backs its end-user agent.

This writes a single scalar pointer. Overwrite replaces; there is no list/map/product key. Two products (e.g. App vs Legacy) need two Identity Apps and two identity.app.set-end-user-agent calls onto distinct org-owned AgentConfigs — do not share one app. Callers / UIs must not treat AgentConfig UUID as an end-user selector; agents.end-user.ask refuses caller-supplied agent_config_uuid.

Inputs:

• actor, organization_uuid (required)
• identity_app_uuid: the app (required)
• end_user_agent_config_uuid: uuid of an AgentConfig owned by this org, or null to clear (turns the end-user agent surface off). Omitting the field is rejected — pass null explicitly to unset.

Outputs: identity_app_uuid, end_user_agent_config_uuid, previous_end_user_agent_config_uuid, enabled (whether an agent is now set)
