Allow a localhost development origin for an identity app client

Allow a local development origin for an identity app.

Inputs:

• actor: Cognito sub or user UUID
• organization_uuid: owning organization (required)
• identity_app_uuid: app to update (required)
• origin: local origin such as http://localhost:3010 (required)
• callback_path: callback route to register, default /callback
• dry_run: when true, report the merge without persisting

Outputs:

• identity_app_uuid, client_uuid, origin, redirect_uri, redirect_uris
• already_allowed, added, dry_run, updated_at
