Workflow	Type	Description
google.ads.campaign.create-paused	Atomic	Scaffold: create a paused Google Ads campaign draft. Always returns status=PAUSED / enabled=false. Never sets ACTIVE (SOCIAL-004). No live API yet.
google.ads.campaign.enable	Atomic	Hard-gated enable path for a paused Google Ads campaign. Requires an approved google_ads_spend_review envelope unless force=true. v1 records the gate and does NOT enable spend (campaign stays PAUSED).
google.ads.campaign.enable-with-approval	Dag	Open a Staff inbox envelope to enable a paused Google Ads campaign. Does not enable spend. Call google.ads.campaign.enable separately with the approved envelope (v1 still will not spend).
google.ads.campaign.request-review	Atomic	Create a Staff ActorOutboxEnvelope for Google Ads spend enable (SOCIAL-004 hard inbox gate).
google.ads.creative.attach	Atomic	Scaffold: accept a StorageObject UUID for Google Ads creative attach. Does not upload or enable spend. No live Google Ads API yet.
google.ads.insights.pull	Atomic	Scaffold: pull Google Ads insights for a campaign or pinned customer. Returns an empty insights list until live API fill-in.
