List GitHub repositories for a user or organisation.

Inputs:

• owner: GitHub username or organisation name (required).
• is_org: True if owner is an organisation (optional, default: false).
• repo_type: all | public | private | forks | sources | member (optional, default: all).
• per_page: Results per page, 1–100 (optional, default: 30).

Outputs (terminal state_data):

• repos: list of
• total: int — number of repos returned (first page only)

Plugin required: context.get_plugin("github") must expose .token.
