Create or resolve a GCP service account

Creates a GCP service account idempotently. If a service account with the same account_id already exists, describes it and returns its identifiers without raising.

Inputs:

• connection_uuid: Cloud connection UUID (required)
• account_id: Service account short id, e.g. "ltinteg-runner-42" (required)
• display_name: Human-readable display name (optional)
• project_id: Explicit project_id (optional; defaults to connection)

• account_id
• account_email
• project_id
• existed: bool
