data.runner.list-active-warm-pool-groups

List every reconcilable warm-pool-enabled runner group across all organizations. Used by the kafka-consumer's reconcile-loop cron to schedule per-group reconcile ticks. Includes ERROR groups so the controller can self-heal them. Cross-org by design — the reconcile workflow itself enforces the per-group org boundary.

Enumerate every active warm-pool-enabled RunnerGroup (cross-org).

Read-only. Cross-organization (cron caller has no org scope). The returned runner_group_id is internal-only and consumed solely by the kafka-consumer cron dispatcher; it never crosses the public API surface.
