List registry repositories for an organization (UUID-only public surface)

List RegistryRepository rows for an organization with optional account filter.

Inputs:

• organization_uuid: Organization UUID (required)
• registry_account_uuid: Restrict to repositories under one account (optional)
• cached_sync_status: Filter by sync-status enum value/name (error, ERROR, ...) (optional)
• limit: Page size — clamped by the engine (default 50)
• offset: Pagination offset (default 0)

Outputs (terminal state_data):

• items: list of registry-repository public dicts (UUID-only)
• count: number of items returned
• total: total rows matching the filter
• limit: effective limit after clamping
• offset: offset used
• error: str | None (only on failure)
