Paginated list of captured workflow requests for an organization
List WorkflowRequest rows for an organization, newest first.
Inputs:
- organization_uuid: Organization UUID (required).
- user_uuid: User UUID (required); must be a member of the organization.
- status: optional lifecycle filter (pending/triaged/planned/implemented/rejected).
- limit: page size (optional, default 50, max 200).
Outputs (terminal state_data):
- requests: list of public dicts, newest-first. Each item: {request_uuid, conversation_uuid, source, requested_capability, requested_workflow_type, status, context, created_at}
- count: number of returned rows
- error: str | None (only on the ReadOnlyDataWorkflow soft-error path)
Failure modes (raised as WorkflowBusinessError with stable codes):
- organization_not_found_or_unauthorized — user not a member, or org/user uuid does not resolve
- invalid_status — status filter is not a known value
