Sync the built-in model pricing catalog to the global AgentPriceConfig table

Synchronise PRICING_CATALOG to global (org=NULL) AgentPriceConfig rows.

For each catalog entry:

• If an active row exists with identical prices, skip it.
• If prices differ, retire the existing row (set effective_until = today) and insert a new one.
• If no active row exists, insert a new one.
